Can Endlers or dwarf shrimp be succesfully kept with Dollar sunfish and rainbow shiners in a well planted 39 gallon tank with lots of hornwort, and small plants as well as grasses, and other plants? ( i no the shrimp will be eventually eaten)

No, the dollars will eat the endlers and the shrimp as soon as they are able. They will harass and outcompete them for food until then. I would even be a little concerned with the rainbow shiners. I would suggest a larger, more aggressive Cyprinella shiner with dollars.

Of course they can. Purchase as many Endler's as your allowance affords, and as long as they outnumber the Dollars they will be OK. There is superiority in numbers.

The dollar sunfish will eat the endlers like a five year kid eats fruit loops!

Endlers can be kept IN a dollar sunfish. A dollar sunfish can conveniently store several endlers inside its stomach making room for you to add more. Note: Once stored the endlers become impossible to retrive.
