I don't know what it is, however I do know it's not a bowfin. Notice the bowfin has a more elongated dorsal fin, two sets of pectoral fins, a spot near the caudal fin and a more developed mouth structure.

Central Mudminnow (Umbra limi). They are often confused with young bowfin.

I thought the central mudminnow had two sets of pectorals as well?

Not sure what you mean... but I do not think any fish have two sets of pectoral fins... Fish have a pair of pectoral fins and a pair of pelvic fins... sunfish, darters, mudminnows, bowfin, pretty much everything... its a fish thing... no fish has two pairs of pectoral fins... that would be like having 4 arms?
