That's a tough one. I skimmed through the fish in the area in NatureServe, it does appear that it's a River Chub, but I'm only about 60% on that. Have any other photos?

It's definitely a Nocomis chub but I am not familiar enough with the area to comment further.

Jenkins VA Fishes book shows River chub as the only Nocomis in that part of the Potomac. The Potomac headwater tribs to the west and Rappahanock River to the south have both River and Bluehead chubs. So your fish is most likely a River chub, based on range.
