According to one study bluegills are not very sensitive to nitrites and largemouth bass do not uptake nitrites at all. I'm assuming an environment high in nitrites would cause these species to evolve a resistance to it. Or is there something else? What kind of an environment would be high in nitrites without also being high in ammonia?

The paper you posted a link to says, "Nitrite may also sometimes accumulate in the deep layers of lakes during stratification and subsequently appear at the lake surface when the lake mixes (e.g., Infante et al. 1979)."

It depends on the exact redox conditions, and also ammonia is preferentially taken up by most photosynthetic aquatic organisms as an N source.
