Ok, so I've read some threads in various forums but I'm not real clear on the letter of the law. Will a fishing license work for collecting in Illinois? Same for Missouri? I've been floating on the Meremac before and never had a dipnet or my casting net with me to see who was living out there. I would enjoy going back to do some collecting if possible. Also, being from the Decatur, IL area originally I could probably find a creek or two to get into - once again if it's legal to do so. Anybody have any advice/knowledge for me.

Below I will link to the code and source for the Illinois general assembly compiled statutes.
I'm afraid I can't make links today for some reason, so you'll have to copy and paste. Feel free to PM me for further details.

I'm not sure the VHS emergency order made it in the above. I don't believe they are required by law to inform the public about emergency orders via the above nor do I believe they are required to make an emergency order go through the normal legal process after a certain period of time. I think it's a permanent law that will never make it into the books?

With respect to Missouri, you can collect with stipulations what is taken is done according to your Missouri Fishing license rules. A key point of concern is what is collected is not to leave state.

Anyone in the St. Louis area interested in going collecting? Know any good spots close to here? Feel free to PM me if you would rather do that.

I plan on hitting the Big River near Farmington in a couple weeks. It will be a snorkeling trip as much as anything.

How is the Big River? Never been there before, I'm assuming it's pretty clear . What kinds of fish do you usually see?

It is a tributary to the Meramec River and is 30 to 40 feet across where we will be out and about. It can be extremely clear with miles of exposed bedrock / boulders.

Fishes include smallmouth bass, spotted bass and in past hybrids between them, longear, rockbass, northern hogsucker, bigeye or popeye shiner (not normally of interest to me), other minnows and darters and at least 7 crayfish species can be found within a single reach. Way more fish species I can not remember including flathead catfish and mudpuppys.

We will be going out 31 June (Thursday) barring hell or extremely high water. Snorkeling will be our method to madness.

Smallmouth may be tending brood yet and longear will almost certainly be started.

Well I moved over South of Eureka, would be interested in going over to the big river this summer possibly if you might go again this year.

Hey HackAttack, I'm up in Peoria and am out fishing just about every free weekend.  PM me if you'd like to throw ideas around.

The federal VHS ruling has been lifted. Most states that were involved still have their own VHS related rulings but I wouldn't be surprised if they go away over time too. The whole thing seems to have been blown way out of proportion initially and there have been little to no further large outbreaks. I have no idea if this is the case anywhere but if a certain state just simply was following the federal ruling it is now gone.

I'm in N. IL and plan to get out with the nets more this summer.  Maybe a few of us could get together on a weekend.

Ah, thanks for clarifying!  Every state probably has a town called Eureka, haha.
