Wi collectors permit changes?

So have the rules changed with what can be kept? I sent my request in Sunday and my intentions with the permit. I thought all non -game fish and non -sunfish were ok to collect? I am looking for sculpin for a breeding project and my contact said he was checking if they were ok. He had said seeing they aren't minnows he wasn't sure. So this makes me think something has changed, but I haven't gotten the new material. Does anyone know?

I see that this is an old post.  Currently, no fish can be transported live away from the waters they are caught at.  With a bait-dealer's permit and wild harvest permit, you can transport "bait" fish from the place caught.
