Notemigomus should breed, are not delicate, and get large enough to see from above. A fish to consider.
I have never kept them, but from the habitat that I have seen them in, I don't think longnose dace would thrive. That is just speculation.
I would suggest stocking slowly, and creating an ecosystem. Leave it fishless until you get lots of larval insects, maybe add some daphnia and gammarus. Maybe grass shrimp as well. Then start with small fish that reproduce quickly, and work your way up.

3 Yellow Perch
4 Yellow Bullheads
6 Pumpkinseeds
6 Redbreast Sunfish
Are there any large minnows, darters, Killies, etc that average to large for the bullheads to eat to many of such as logperch or creek chubs.

Get a good net and a good friend, and just keep it stocked with easy to obtain local minnows. Some will be eaten, but they will also be interesting while they are alive in your pond. No big deal.
Alright, just don't want to take to many. Are there any prolific breeding minnows local to me (my pittsburgh area) if they spawned multiple times a year that might keep the population present before the bullheads can eat them all.

In a decent sized stream, you can't hurt pimephales or campostoma.
Cool, I'm a fan of Stonerollers. Just don't have a big enough tank to keep them inside now. Would having a blueXchannel cat hybrid in the pond threaten the bullheads, sunfish, and perch as well as the minnows! There's always tons at my one LFS and it's so tempting to get one since they look like sharks when they're big . Might as well go predatory at this point with all these bullheads and perch I'm adding.
