Rapid Short Distance Measuring Device?

Looking for a rapid method to measure point to point distances where observer can be between two points to make a sample distance and then transfer sample to a tape measure near by.
Find ways for people not already interested in natives to value them.

Very large wooden workshop compass might work but not finding any cable of measuring 0 to 1.5 m.

we use a laser to measure short distances on streams. They work great and are very accurate, but are limited to how far you can see the red dot on bright days, wouldn't be a problem for short distances though.

Will laser work when shooting through water-air interphase at an angle? Will use trigonometry to calculate horizontal distance from reference point.
Find ways for people not already interested in natives to value them.
