If you're going for larger fish in that size range just below your limit, then I'd go with Chain pickerel...extremely fast and will eat anything that they can swallow. Largemouth and smallmouth bass might be in that category too, but it's the teeth that separate the pike family IMHO. Plus, I had a chainside bite me off while fishing for them and a few minutes later I caught it with a crankbait and my plastic fluke was jammed down it's throat...so they're gluttonous too.

Now for bigger cousins, this musky shows off his teeth for us, along with a happy me after catching this one while doing a figure 8 (the teeth on musky are very similar to pickerel...nasty):
Walleye and sauger are toothy, but I don't think they're as aggressive as anything the pike family.
Now if mean = bully, then I'd agree with green sunfish... I never kept a stickleback, but I might have to set up a 10 gallon species tank if I ever catch one

But I have to say that the meanest fish that I ever kept in an aquarium that proved that it deserved such status was in my old saltwater tank:
Hypsoblennius hentz - the Feather Blenny
This guy was the smallest fish in my tank but held his ground against all comers. I introduced a Niger Triggerfish one day, and they respected each other for a few weeks. One day I walked in and, to my horror, saw that the trigger decided to show it's dominance, so that was pretty mean. But, the blenny was even more mean because they fought to the death of both of them. The trigger as 8" long and the blenny 3" at most. The attack was over in less than 30 seconds, before I could get to them and separate them.
The blenny was mortally wounded and died within hours from wounds to the body. The trigger held on for a week, but the blenny attacked it's eyes, tore one out of it's socket, and the trigger was blind and couldn't eat after the battle and starved to death. This blenny was caught in saltwater, but they are found in brackish waters local to me also.
Because of that, he is my runner up...
