"Nuisance" seems to equal "invasive" in this draft; in "History of Aquatic Plant Problems and Management" (pp 1 & 2)the document specifically identifies invasives as the problem and lists several examples of invasive aquatic plants in SC. The web address even includes "invasive" in it.
But this is just Part I of a larger draft, if I am understanding this properly. As you read further the doc gets pretty general in the use of "nuisance", and it seems as if any plant might qualify.
Anyway, if you have aquatic plant knowledge with the ever-lovin' "documented evidence" to back up a position on aquatic plant control, now's your chance to have your say.
