my rainbow darter spawning?

I did a 50% water change with cooler water than the aquarium at 4pm. After than I put a small pile of gravel in the front of my aquarium. Within 2 minutes, the male rainbow darter would not move from the pile and after 10 minutes became significantly more colorful. At around 7:30pm a female approached and the bands and fins became darker. I turned the lights off at 8:30pm and they were still together on the rock next to the patch all colored up. Do you think this is spawning behavior? The male was still not as colorful as some pictures I see on the internet (although he did get that colorful for a little bit) But I think that is because today was a hot day and my aquarium got to the high 70's. The lights are on from 6am to 8-9pm. usually the aquarium temperature is around mid-low 70's.

What do you think is going on.

Sounds like it to me.  Doing a big water change with cooler water often triggers spawning behavior in a lot of fish--our natives in particular.

 

Try doing the same thing again, and see if they respond in a similar fashion.  Chances are they may have spawned last night already.  If you gravel vac you may be able to recover some of the eggs and try to rear them in another tank.  Not sure if that is something you are interested in.
