Looks like some kind of Myriophyllum (aka. watermilfoil or parrotfeather), but I couldn't tell you the precise species.
Could be M. alterniflorum which is native to parts of NY and Long Island.

Looks like Myrio. aquaticum, the Brazilian parrotfeather (non-native).
