Could something like this https://www.amazon.c...01FRX9DW0?psc=1be used to have a live food population in the tank. It is a ten gallon Least Killifish tank.

I think you're much more likely to succeed with aquatic live food cultures (moina, ceriodaphnia, cyclops, etc) using a separate $5 plastic tub than a $80 refugium attachment.  You'll want to keep the food cultures nutrient rich, which is not what you want for the fish tank.  If you like playing with gadgets, get a refugium, but if you just want to grow fish food, tubs and buckets are far cheaper and more versatile.   Plastic shoeboxes are great for grindalworm cultures.

If "NOVA" means northern VA, there's people in the Potomac Valley Aquar Soc and the James River Aquar Soc (Richmond) that keep grindalworms, microworms, and other cultures.  Most will give them away for free with the promise that you'll return the favor when their culture crashes.  Or check on AquaBid if you can't find a local hobbyist willing to share.
