I just don't want to do anything illegal. Would I need any permits?

Its a complicated question and I will let some of our California members answer.  Or your NANFA California Regional Rep Josh Porter (on the forum here as EBParks).  But I can point you to some older conversations that have been had here on the forum:

It is legal from what I have read. That is really the only way to get natives in California. Really the only 2 ways you can get them are online or at a hatchery. I've kept sunfish, darters, and some other natives before. I also saw on the fish and game Q&A section once that someone was asking if they could keep a largemouth bass and the reply said as long as it is bought from a hatchery or online.

The one downside it the cost of shipping is sometimes pretty expensive.

Maybe you can share some of your findings Leo. Might help Bishop make comfortable decisions. Few of us can afford a lawyer to interpret this, so it is really up to the individual to do his or her best to interpret laws. One vendor here, Jonah's, spent a good deal of time in CA. He may be able to help. Mark Binkley is the owner's name.

As far as I know, it is OK to  purchase them. However, you should hold onto your receipt indefinitely in case there is any issue down the line. Most recently I tried to make sure all the online vendors I use were on my scientific collecting permit, but I was told that they do not need to be on there. Some out of state hatcheries have asked for proof of mt permit though. For those particular ones, I would just look elsewhere instead.
