I am decidedly an aquaculture guy but a little about the ins and out of expanding aquaculture on that scale.  Freshwater already has troubles to lick, now we are talking much larger scale that could lead to climate engineering where we do not know where it might go.

The article is big on claims and short on details.  The bulk of the ocean's productivity is in shallow coastal areas, not the vast open deep sea areas, so their claim about producing enough seafood to match current wild harvests in "only 1% of the ocean surface" seems deliberately misleading, if all these proposed farms will be built in the existing productivity hotspots.  My other big "hmmm" is regarding food for all these fish.  Are they including all the needed primary production within that "1% of ocean surface" or is that just the area needed for growing the final consumable fish products?   If it does include the primary fish food production, then it's an intriguing idea.  If not, then it may be unrealistic hype.  Don't know enough to really evaluate it.
