I've got an itch to find some sculpins.  I understand they are known in this area (Lancaster/York counties, PA) but I have never run across any.  Has anyone here any suggestions?

Check Fishmap.org - link tab is at the top of this forum.  There's sites for Slimy sculpin and Mottled sculpin west of Harrisburg.

Winter. They seem more widespread in winter. I suspect they concentrate at groundwater inflows during warm months. Otherwise, look for trout streams.

I think you may have to head up to colder clearer waters. Adams Co in the mountains.
