Starting a native tank in New York State

Hello,

I'm looking into a obtaining a license to collect fish for exhibition/my own aquarium in NYS. I have read on the NANFA forums and elsewhere like the DEC. NY website that in NYS one needs to fill out a application to obtian a license to collect and send it to Albany in order to legally collect fish. I have also read that one does not need to have a license in NYS to do so. I am willing to go through the legal procedures if need be. I would appreciate if anyone living in NYS who has experience with collecting fish can give me a more accurate answer as to what I have to do. Any help would be greatly appreciated.

 

Btw, I'm looking to start a 10 or 20 gallon with minnows, darters, suckers and possibly some snails too. Only small fish that would be compatible together. I wont be housing bigger fish like bass, or sunfish, etc.  

 

Also, I am wondering if I can collect plants, substrate and rocks as well and if I have to have schools of fish, or if I can mix and match.
