Based on my research, I believe this fish is a Johnny Darter. Am I correct? Platte River basin Eastern Nebraska. We have Johnny, Iowa, Blackside & Orangethroat.

Agree.  Looks like a male specimen.

Yes. Actively spawning males sport a striking black head.
