Due to recent large-scale outbreaks of Viral Hemorrhagic Septicemia (VHS) in Wisconsin, the Department of Agriculture, Trade, and Consumer Protection (DATCP) has issued emergency legislation which affects importers of fish to Wisconsin. Please see the notice attached below for details. Please direct questions to Dr. Myron Kebus, the Wisconsin State Fish Veterinarian at (608) 224-4876 or firstname.lastname@example.org.

I think that I read somewhere (local newspaper?), that if there are any new WI lakes with detected VHS outbreaks, there will be further emergency legislation. Something lalong the lines of no live transport of fish away from the lake/river where they are caught. This will make collecting a bit difficult. I do not know how they will handle minnow dealers and other commercial enterprises.
NYS enacted emergency regulations recently. They sound similar to those in WI. The linkd may answer your question regarding dealers and commercial enterprises. Its shi##y, but necessary considering the severity of the VHS epidemic.
