Massachusetts Fish and Wildlife has told me that the only species of U.S.-native fish that is OK to keep in an aquarium in the state is the Fathead Minnow, AKA "Rosy Red" (Pimephales promelas).  I have asked them about this several times over the course of several years.  My main contact has been Bob Arini.  His phone # is 617-626-1575.  Fritz has also talked to this guy and got the same answer.

Just reviewed ma law.
Seems species native or established in ma may not be kept in aquarium except for fatheads as mentioned above.
In addition there is a short list of species you can keep to use for bait. Some people store bait in aquarium.
