Does anyone know the rules on shipping from the U.S to Canada?

Well, I know that ff you are shipping them from Canada to the USA, the person receiving them needs to have a USDA import permit. If you or the receiver is carrying them onto a plane, call the airline to see how many you can bring. Most airlines will allow a couple fish to be put into checked baggage "for personal use"

I highly suggest you contact your Provincial Fisheries office and follow their recommendations and suggestions on importation rather then asking on this forum what others may think they are.
I know for a fact it is Illegal for instance to import Baitfish into Ontario and under current VHS regulations it may also be illegal to import any number of additional species depending on point of origin.
