Is permitting needed to host sampling group events?

Since Monadnock Bird and Nature club formed their now exists a forum where local events can be hosted so this spring I am planning on (weather and mood permitting) hosting a sampling, net and release, photo tank event for fish and inverts. Is any sort of special permitting needed?

State rules vary, but usually anyone that has a net in hand or a fish or a tank is considered to be "fishing" and needs to have an appropriate license.

 

The alternate to that is some sort of broader permit.  Again, state laws vary.  Here in Georgia, I was able to get a scientific collecting permit that allowed others to participate with me.  That kept any group that was working with me in compliance with the law.
