I'd say Nitella. It doesn't appear to have the short branches that Chara has. It's a wonderful fast-growing plant for fry tanks and bare-bottom tanks, but sometimes it dies unexpectedly. I had loads of Nitella until I got Najas guadalupensis which gradually elbowed out the Nitella.

Chara will feel gritty or crunchy when you touch it, and will have a musty/garlicy odor.
Nitella will be soft/limp, and will have no odor (well... will generally smell like the pond water)

I'm not familiar with Chara. My first instinct was Nitella as well.
