Legality of selling plant species native to state?

I've tried looking this up myself, and applied for a permit a few months ago from USDA APHIS ( http://www.aphis.usd...tproducts.shtml )
but I got no response from them so I have no idea what's up.

What are the laws regarding captive propagated nonendangered native plants that are native in your state of residence?
What about wild collected plants?
What if you're shipping across state lines?

Help?

I think you can collect and sell plants without a permit (except for certain protected or regulated species) on private property with the landowner's permission. You cannot collect and sell plants from public lands, which includes roadsides. As for streams or rivers, I don't know how that would be interpreted.

As for me, I only give away home-grown offspring of wild-collected native plants. I figure if I can't grow it myself, then I have no business selling or giving it away.
