I missed that story on NPR, but it is similar to the docks at Raystown Lake in central PA. The carp practically crawl over one another to get the fish food people throw to them.

"What d'ya gonna have bread police slappin the cuffs on three year olds?" Funny.

Okay, I'm naive, but it seems like they could phase in the fish pellets gradually. Put up a sign educating people about how the bread is junk food, put in some pellet machines, make the pellets available to the bread vendors to sell, bust people for littering once in a while, stuff like that.

I've worked for state and federal governments since the mid 80's and a bureaucrat concieved "let them eat cake" policy like this doesn't surprize me at all. Many folks in government service often forget who they are working for and with a stoke of a pen, impliment policy that makes it easier or cheaper for themselves, and don't think at all about the consequences for the public.
