It looks kind of like Megalodonta (water beggar tick) or maybe Ranunculus (water crow foot).

Agree with SmilingFrog - those look like better guesses than Cabomba - especially the crowfoot. Wait for flowers and get some new pics.

Looking at pictures, I think it's white water crowfoot (ranunculus) as someone already suggested.
I have never seen this stuff flower even though I see it all the time.
