Sheepshead minnows?

If I want to go and collect some sheepshead minnows from a brackish water marsh down by the coast, what would I need to do that legally? Do they fall under the category (and therefore regulation) of saltwater fish if they're in brackish areas?

It depends on the regulations for that state. Florida used to only require a freshwater license for brackish and saltwater fishing if your feet were on the ground. Apparently, those regulations changed and I bought both freshwater and saltwater licenses the last time I went on a Tate's Hell trip to Florida. I let saltwater bank fishing regulations be my guide on which license is needed as generally brackish environments are not addressed. I assume that if the salt content is high enough to exclude freshwater aquatic plants, that the area is brackish or marine.
