This is on 2 of my orange spots sharing a 40g breeder with other orange spots and some unidentified minnows.  What is causing the growth and can it be fixed?

It's really hard to see---very blurry.  But from the second picture, there does appear to be a bunch of damage to the tail, which could mean it is an aggression issue.  If you leave that fish in there, it will continue to get picked on and die.

Might be a bacterial and/or fungal infection, which could be from aggression or from other stressors (poor water quality, diet, old age, etc).   I would move it to a separate tank and treat with salt: 1 teasp salt per gallon at first, then double it a day later.

Fish will be dead within 36 h.  Might be salvageable with combined treatment of elevated temperature, elevated salanity (~2 ppt), an antibiotic and fungicide while fish is kept in a hospital tank with otherwise very good water quality.
