20 Gallon high tank stocking

Hi all, I recently had a 20G tank come open, it is 24Lx12Wx17H so it is a 20G high tank, I am looking for ideas on stocking, it is a bit high for me to effectively light due to the cost of lighting so probably no plants, but I would like some stocking ideas if you guys have any idea's.

Brian,

How about some Rainbow Darters, some shiners, and some topminnows? In an unplanted tank, you could probably have two pair of Rainbows, 3 to 5 shiners, and 3 to 5 topminnows.
