Powerhead for 20l

A friend has set up a 20 gallon long tank in which he plans to keep 5-6 darters and a group of minnows. He's got the gravel stacked high on one end and plans to put rocks throughout to create breaks etc. Those with experience, do you place the powerheads on the same or opposite side of the HOB, and what kind of gph is enough but not too much for said fish/tank size?

Yes, I normally put it at the same end as the HOB... and as has been said here may other times... if the water is splashing out of the tank it is too much... otherwise it will be less than what the fish see in the wild, so it will be OK...
