License and Permit Buyers
Hunters will be able to purchase and print licenses and permits instantly via the Internet from home or at a license agent. Essentially, the process of purchasing licenses and permits would remain the same, but hunters will notice that the appearance of their license is different.
Deer and turkey permit buyers will be able to purchase and print their temporary tag, carcass tag, and permanent tag.
License Sale Transaction - SSN Requirement
Due to federal law, this system will require all customers to provide their Social Security Number (SSN) in order to obtain hunting licenses, fishing licenses, and associated permits. SSNs are required to be collected to receive a recreational license, regardless of age, for the purpose of child support collection enforcement under Federal Statute 42 U.S.C.A. 666 and the Ohio Department of Job and Family Services.

Procedures require that the social security number of any applicant for a professional license, driver’s license, occupational license, recreational license, or marriage license be recorded on the application.
For purposes of subparagraph (A), is a State allows the use of a number other than the social security number to be used on the face of the document while the social security number is kept on file at the agency, the State shall so advise any applicants.
As a recreational license provider, the Division of Wildlife is obligated to comply with these laws, and cannot issue a license or permit without the SSN of the customer. The Division will see that a proper security system is in place to protect SSNs and any databases that contain them.
- Each license buyer must have a Social Security Number recorded in the system. Sportsmen and women who have purchased licenses in the past and who provided an Ohio Driver's License or state ID card will most likely be unaffected.
- Youth hunters and those hunters that have never had a driver's license or state ID swiped during the license buying process must provide their SSN.
- In the rare instance that a U.S. resident does not have a Social Security Number, they are asked to fill out a form that no SSN exists. An application for SSN exemption is available at wildohio.com or by calling 1-800-WILDLIFE. This form needs to be mailed to the Ohio Division of Wildlife prior to purchasing a license and will take a few weeks to process.
- The Division will collect a customer’s SSN only once (the first time he or she purchases a license or permit). This primarily affects those who have never used a driver’s license to purchase a license and/or permit to fish, hunt or trap.
- The customer will then receive a Customer Identification Number that will be used for any future transactions. The number will be printed on the license and/or permit.
- Using this number, customers will have the ability to manage their own account on the Internet using secured access.
- Dedicated technical support will be available to answer questions.
Migratory game birds are ducks, geese, rails, mourning doves, woodcock and snipe and may be hunted in accordance with State and Federal regulations. All migratory game bird hunters are required to be HIP (Harvest Information System) certified; this has been the case since the late 1990s.
A telephone-based HIP system will be universally available to Ohio hunters, standardize & improve data quality, and be coupled with increased enforcement of the HIP-certification requirement. After March 1, 2011, all migratory game hunters will be asked to call 1-877-HIP-OHIO (1-877-447-6446); once the survey has been completed a unique number will be provided to the hunter to write on their hunting license.
Analyses of Ohio HIP data show significant data quality issues when license agents are involved in the process. Since the system is flexible in that licenses and permits can be purchased at home or through an agent, the standardized phone-in system will be implemented.

* HIP data must reflect the activities and harvest success of the individual migratory game bird hunter
* HIP data are important - they are used to manage migratory game bird hunting opportunities and are required by the US Fish & Wildlife Service
* As a responsible, science-based wildlife agency, we have implemented changes to the HIP Certification process to minimize known errors and maximize data quality
<a name="check">Deer and Turkey Hunters – Game Checking
Hunters must still report their harvest of deer or turkey, but no longer will hunters required to take their deer or turkey to a check station for physical inspection. Hunters will have three options to complete the automated game check.
Permit numbers are unique and can only be used to check one animal.
There will be no more metal tags. During the check-in, a unique 10 digit number will be provided that hunters must record on the permanent paper tag. Hunters need to protect the permanent paper tags from the elements, as this tag is your record of harvest.<br type="_moz">
Customers will have three choices to perform an electronic Ohio game-check transaction:
- On the Internet at ohiogamecheck.com or wildohio.com
- By telephone at 1-877-TAG-ITOH (877-824-4864) - this option will only be available to those who are required to purchase deer or turkey permits
- At any license agent
Landowner Hunters
Landowners hunters who don’t have to buy a license and hunt only on their own land will be able to check deer or turkey that is harvested using the Internet or at a license agent. The phone-in method will not be available for landowner hunters who tag their game as a landowner harvest.
Landowner hunters will still need to comply with the procedure of making up their own temporary tag in order to check in a deer or turkey.
Amish Hunters
Amish hunters will still have the option to purchase licenses at license agents and check-in deer and turkey at a designated license agent locations for checking
