I see that you two haven't gotten a lot of responses so although I can't personally help you (we caught zero fish when we tried with rod and reel last month), I can post some previous topics that were along the same vein. The search box can be really helpful for frequently repeated questions like this one. The consensus seems to be to scoop a dip net into a pile of leaves under the bank of the river. The fish like to hide down where it's warm, away from the cold surface of the water.

Not sure if this is helpful, but I've found digging deep with the dip net in available shoreline leaf litter will often yield results. Could be the dark substrate holds some solar heat which
attracts the fish. I've found killies, mud minnows, and small sunfish in this manner.
