These could be in brackish water. This is a side of the road drainage ditch. Its only about 2 blocks from the bay. At first I thought just more local gambusi, until the black speckles caught my eye. A broader body, also. Some of the fish had an orange belly and looked to staking out some territory for breeding.

After some searching I think maybe sheepshead minnows? The other thing in the pic is a pinecone.

Look like sheepsheads to me. You may see iridescent blue on the nape of males.
