I had three rainbow darters and a blacknose dace and a couple of topminnows in a ten gallon once... it was a very nice tank.

I had 2 banded darters, 2 rusty crayfish and several common shiners in a 10 gallon tank and it looked nice. However, minnows are schoolers and need more room.

If you meant, sculpin, yes, you could do one to maybe three in a 10 Gallon. Need good aeration and live longer in cooler water. For low light native plants, maybe aquatic moss? Adding plants will definitely help in a small tank. If you can't find native plants, any low light plant is better than none.
