As Michael hinted at, it is going to be difficult to ID this fish from that photo. Much of the fish is blurry, and most of the fins are not visible. Since there are many species of small minnows/shiners that look similar, it's helpful to be able to clearly see the mouth, scales, and fins in order to get an accurate ID (a photo tank is helpful). You can narrow it down by looking up which species occur in the watershed. Here is a link to a list of species found in your watershed: http://fishmap.org/w...ml?huc=09020104. Looking at that list, I could make a guess of Mimic Shiner, Notropis volucellus. However, there are several other species on that list that I cannot rule out. Someone who is more familiar with the fish in your region may be able to come up with a more confident ID attempt.
