Try a mix of 2 or 3 females and 1 male in a 10 or better, a 20 gal tank. Provide lots of hiding places for the females as the male can be nasty (especially to other males). If things are ideal the male will build a nest from the bottom debris. After breeding remove the females for their own safety. Eventually put the egg-filled nest in a well aerated tank for grow out.

I agree with keepnatives as I had the same experience with brook sticklebacks in a 10 gal tank. Alpha males will brutalize other s-backs in the tank. I suggest a larger tank with lots of hiding places. I would keep 1 male with several females and add tough dither fish like gambusia with them and see how that works.
