His location says Toronto. Betting that is Greater Toronto Area.
Bait dealers sell them occasionally. Otherwise, net your own, I would have to assume they are local. You should be able to find juveniles anytime now. Very abundant fish in their range. I may be wrong, but they should be in nearly every stream 20 feet wide and larger, and often smaller streams as well.
If you join NANFA, the forum will expand for you, and there is a trading area. They are so common in many places that you may find someone to ship you a couple. Not sure how that works over international lines.
They will do best over a sand bottom. Others could help you more with care. I believe Michael has much experience keeping suckers.
