Previously, I had a largemouth bass with buoyancy issues where he was constantly floating. He would try to dive but would float back up backwards. The bass had it so bad that about 15% of his body stayed above the water surface. He died a couple days later.

Now it seems that one of my shortnose gar babies is having issues. He keeps trying to swim down and floats back to the surface tail first. His last meal was a couple days ago, but he is still quite full. When resting at the surface, his back is above the water from just behind the gills to the top fin in front of the tail.

Anyone know how this happens? or perhaps if there is a solution?

Sounds like some type of airbladder disorder. I don't know cures or causes, but knowing that may help you find some info.
