This is possibly another subgenus to elevate out of Notropis.
"Hydrophlox" appears to be polyphyletic in it's currently recognized form. While you could make an argument for recognizing a smaller group (exclusive of baileyi and some others), that would still include lutipinnis (type species of Hydrophlox Jordan & Brayton 1878), chiliticus, chlorocephalus, chrosomus, rubicroceus, etc., that whole group is buried within a larger Alburnops clade...
