I don't know if you would know this, but I figured I'd ask.
Is this program for people who are already working on their Masters or PhD? Or is it for graduates who would like to get their Masters or PhD?

Sorry, I don't know anything about the posting. Many times I get postings coming across my desk, from many different sources and I just pick out ones that I think may fit some of the interests of those on this forum. The best thing to do is go the website, do some searches on the program and then make some phone calls to the contacts. Sorry that I can't be any help.
