Skimbow net?

It says in the SC regs that to use a skimbow net you need a non-game permit but I see no such permits on their website. Is a skimbow a drop/umbrella net or a dip net? I looked up skimbow net and I'm still not sure what they mean. I guess my question is what does a non-resident need to do to legally catch non-game fish in SC with a dip net or drop net?
