Willow Cats?

What is a willow cat? My friends say they use them for sauger and walleye bait in Wisconsin. Are they native? A type of madtom, maybe?

There was actually an article in a recent AC about this very topic. Willow cats are typically tadpole madtoms and are commonly sold as bait.
