Flame Chub pond

After my trip to middle TN the other day and seeing flame chubs for the first time, I would really like to set up a pond to keep some in. Because of their declining status there is of course the need to breed them. Is it possible to set up a pond in which they will breed and the young can grow together with the adults, or are the adults pretty much guaranteed to eat all the fry? I know they also need flow to spawn, any recommendations on particular filters and or powerheads that would be ideal?
