Q-" do i need a substrate ?"
A-No, but they like fine sand. But the tanks of mine with sand substrate, the fish are more nervous and quick to hide.
Q- "what plants can I use ? ( java fern ? )"
A- Any that strike your fancy
Q- " how about rocks, caves , etc ?"
A- Sure why not. Visual barriers help create territories, let the smaller fish hide from dominant males, they will spawn on mops and crevices.

You just got a very cool little endemic pupfish...

The places I've seen the most Red River pupfish are the headwaters of the Red and Brazos in extremely shallow, saline water over sand. No rocks, no cover, nothing. They do fine in fresh water (especially in a species tank), but in the wild they tend to get out-competed by the other fish that can live in the fresh water. I'm sure a tank situation is totally different with territories and dominance being a factor in a little closed space. It's really amazing when you see how harsh their natural environment can be.
